Let's get started.

1.  Open the template you downloaded from Fanzy Designz in PSP and hold down your "Shift" key then hit "D" on your keyboard.  Close the original template and use your duplicated version

2.  Delete the following layers on your template (working from top layer down)

4.
"Selections", "Modify", "Expand" and choose "2"

5.  Click on your Foreground and Stroke Properties on your materials pallette and choose a color you'd like to flood fill with. What I like to do is once my foreground color box comes up I hover my mouse over an area of my tube I'd like to match the color up with. Once I've found a color I like from my tube by hovering over it I click my mouse once and that sets the color in my stroke properties. I chose to use color #bb48abClick on your flood fill tool and click inside your selected bar layer and fill.

6.  Now go back up to "Selections" then "Select None" or hit Ctrl & D on your keyboard.

7.  Now you're going to go up to "Effects", "Texture Effects", "Blinds" using the settings shown in the print screen below

8.  On your layer palette click on your "top thin bar layer" to make it active and repeat the same steps (3-7)
(see my print screen below for what I have now)

9.  Open up your "LHDRockOnWordart" in PSP and "edit", "Copy" then "edit" "paste as a new layer" on to your main image.  Move the word art inside your top bar layer.    "Edit" "paste as a new layer" again and move this wordart layer inside your bottom bar layer. On your layer palette right click on your top wordart layer and "merge down" (merging the 2 wordart layers on to 1)
(see my print screen below for what I have now)

10.  On your layer palette click on your Fat Bar layer to make it active then take your magic wand tool (using the same settings as perviously) and click inside the bar until you have marching ants.

11.
"Selections", "Modify", "Expand" and choose "2"

12.  Click on your Foreground and Stroke Properties on your materials pallette and choose a color you'd like to flood fill with.  I chose to use color #f68bc5Click on your flood fill tool and click inside your selected bar layer and fill.

13.  Now go back up to "Selections" then "Select None" or hit Ctrl & D on your keyboard.

14.  Now you're going to add some "noise" to your fat bar layer by going to "Adjust" "Add/Remove Noise", "Add Noise" using the settings shown in the print screen below

15.   On your layer palette click on your "1st Mat" layer to make it active then take your magic wand tool (using the same settings as perviously) and click inside the circle until you have marching ants.

16.
"Selections", "Modify", "Expand" and choose "2"

17.  Click on your Foreground and Stroke Properties on your materials pallette and choose a color you'd like to flood fill with.  Click on your flood fill tool and click inside your selected bar layer and fill.

18.  Now go back up to "Selections" then "Select None" or hit Ctrl & D on your keyboard.

19  Repeat steps 15-18 for 2nd, 3rd and 4th Mat Layers (I used different shades of pink for each one)
(see my print screen for what I have after doing all the mat layers)

20.  Now we're going to add the lightening to each of the Mat layers we just filled.  Click on your "1st Mat" Layer to make it active and go up to "Effects" "Plugins" then find your "Alien Skin "Xenofex2" "Lightening"
(see my print screen below keeping in mind your plugins will look different as I have MANY plugins installed)

21.  The settings for the lightening are your choice so play around with what kind of a lightening affect you want on your Mat Layers.  The print screens below show the settings I used.  I also applied the plug in a few times hitting the "random seed" button so I got a different affect the second time around.  Play with the settings until you find something you like.

22.  Add lightening to all your mat layers
(see my print screen below for what I have now)

23.  On your layer palette click on your 1st Frame layer to make it active then take your magic wand tool (using the same settings as perviously) and click inside the frame until you have marching ants.

24.
"Selections", "Modify", "Expand" and choose "2"

25.  Click on your Foreground and Stroke Properties on your materials pallette and choose a color you'd like to flood fill with.  I chose to use color #bb48abClick on your flood fill tool and click inside your selected frrame layer and fill.

26.  Now go back up to "Selections" then "Select None" or hit Ctrl & D on your keyboard.

27.  On your layer palette click on your 3rd Frame layer to make it active and repeat the same steps (23-26) you did for your 1st Frame Layer

28.  Repeat the same steps (23-26) for your 2nd and 4th Frame Layers except change the flood fill color to black.
(see print screen below for what I have now)

29.  Now we're going to add the "blinds" effect to each of the frame layers.  We'll start with the pink colored frames (1st and 3rd frames) by going up to "Effects", "Texture Effects", "Blinds" Use the settings shown below using the color white

30.  Repeat the same blind effects to your black colored frames (2nd and 4th frames) except use the color #808080

31. I then gave each of my frame layes an inner bevel and drop shadow with the settings shown below
Inner Bevel Settings

Drop Shadow Settings

see my print screen below for what I have now

32.  Open up the "halloween013yez" in psp and choose any of the skulls that you would like to use and "edit", "copy" then back to your main canvas and "edit", "paste as a new layer" then reduce size to  45% by going to "Image" , "Resize" "45%" all layers UNCHECKED.  Move the it into the centre of one of your mat layers.  I also rotated mine slightly to the left by going to "image", "free rotate"
(see my settings below)

33.  On your layer palette change the "Blend Mode" to "Darken" then reduce the opacity to your choice. I chose to reduce my opacity down to about 45%

34.  On your layer palette, you can now right click on your skull layer and "duplicate" and move your duplicated layer into the centre of one of the other Mat Layers.  I also mirrored my duplicated skull layer by going to "image", "mirror"  You can also choose to use 4 different skulls from the doodle art if you like.  I decided to use the same one just duplicating my first layer 3 more times and moving them into the centre of each mat layer
(see print screen below for what I have now)

35. Open up the wordart in PSP then reduce size to  20% by going to "Image" , "Resize" "20%" all layers CHECKED. Copy and paste your word art on to your canvas and place it where you'd like.  A tip for you.  You will notice mine is colorized.  I usually turn my wordart into a "custom brush" by going to "File", "Export", "Custom Brush".  Name it what you would like then go to your brush tool, find your newly created custom brush. Now you can make your word art whatever color you would like.    If you apply your wordart using a custom brush be sure to add a  new layer (make it your top layer). If you're just copying and pasting your wordart layer then make sure it's your top layer on your layer palette.

36.  With your wordart layer activated go to "Selections", "Select All", "Selections", "Float", "Selections", "Defloat" then "Selections" "Modify" "Expand" and choose "2" pixels.  Add a new layer and flood fill the new layer with whatever color you'd like your wodart to be outlined in. I chose to use the color white.  Move this layer BELOW your wordart layer then right click on your top wodart layer and "merge down".  Give your wordart layer a drop shadow of choice.  Place your wordart where you'd like. I placed mine top left hand side.
(see my print screen below for what I have now)

37.  Open up your tube in PSP and "edit" "copy" then "edit" "paste as a new layer" on to your main canvas  I reduced the size of my tube to  90% by going to "Image" , "Resize" "90%" all layers UNCHECKED.  Place your tube where you'd like.  I placed mine so she's lying across the bottom.

(see my print screen below for what I have now)

38.  Using the "Hard Rock Font" I typed out the name Using the same color I used for my word art.  I also repeated step 36 for my name.

39.  Using the "Liorah BT Font" I retyped the name using the color black and repeated step 36 on this name as well.

40.  Add your artist copyright information and...

You're ALL DONE

**Note**
My preview shows some "noise" added to my tag. If you'd like to do that as well and don't know how to add noise to a tag you can use the "DSB Flux Filter - Bright Noise". I have written a tutorial on how to use this filter if you'd like to try the tutorial to add the noise to your tag.

You can find the tutorial
HERE

Animation really isn't necessary with this tag as it looks just as nice without ;)

I hope you have enjoyed this tutorial and as always I love to see your results and would love even more to post them on my website on the "Tutorials Results" page. Just go to my "contact me" page and send me a message.
